Dr. Appolinaire Tiam, a recognized HIV/AIDS and Tuberculosis expert with demonstrated experience managing the technical implementation of integrated HIV/AIDS and TB service delivery projects, initiating strategic approach to scale up HIV and TB services in sub-Saharan Africa, building on experience from direct patient care to initiatives at global level. I have provided clinical technical assistance, program evaluation, advocacy, and management oversight to a wide range of donor-funded projects.

I am currently leading the work of EGPAF on designing and implementing COVID-related interventions in sub-Saharan Africa in addition to our HIV and TB portfolio. As a seasoned Researcher with extensive skills in the technical oversight and support for clinical research projects, I oversee logistical aspects of clinical research on human subjects’ issues, IRB applications, development of study procedures, study conduct, and data collection; oversee the monitoring of studies to ensure compliance with all regulatory and funding requirements and that high-quality results will be achieved. I have led several research studies and evaluations as principal investigator or as co-investigator to generate solid evidence to design country program in Lesotho, Kenya, Uganda, Cameroon, Cote d’Ivoire, Malawi, Eswatini and Zambia.

I have excellent knowledge and understanding of global donors such as PEPFAR/USAID/CDC, Global Funds, Unitaid, Bill and Melinda Gate Foundation, J&J, Gilead, Cepheid etc… Until 2016, I was overseeing the implementation of a broad range of HIV services with a number of donors, including PEPFAR/USAID, PEPFAR/CDC, UNITAID, Johnson & Johnson, Gilead, and Cepheid, among others. I have served as the Chief of Party for the USAID/PEPFAR-funded Strengthening Clinical Services Project, providing universal HIV services in Lesotho, Principal investigator for the PEPFAR/CDC funded Supporting HIV and Tuberculosis Response in the Kingdom of Lesotho through District-based Comprehensive Prevention, Care and Treatment Programs and Health Systems Strengthening under PEPFAR and as the Co-chair of the HIV Care and Treatment and PMTCT, and TB/HIV Technical Working Groups.

As the current Vice-President Technical strategy and Innovation for the Elizabeth Glaser Pediatric AIDS Foundation, I lead the vision and guide implementation of our technical leadership, innovation and new technology, program optimization and external technical assistance portfolio with the overall goal of accelerating reaching 95-95-95 for all the populations that EGPAF serves; adults and children living with or at risk for HIV/TB and associated co-morbidities. I also serve as a member of the Senior Leadership Team and the Global Leadership Team. I am currently Principal Investigator and Co-Investigator on several operational research studies, and have presented and published my research work internationally. I received my Medical Degree over 20 years ago, a Diploma in HIV Management from the Colleges of Medicine of South Africa, a MMed in Family Medicine from the University of Witwatersrand in South Africa and a PhD from the University of Bergen in Norway.
