Dr. Virginia Poole is a Professorial Lecturer in the Department of Health Policy and Management at the Milken Institute School of Public Health, George Washington University (GWU).  She has worked as a health policy analyst, researcher, and program manager, with experience internationally and in the U.S.

Dr. Poole grew up in Kenya, at the time a fledgling country with a rapidly growing population and limited social services infrastructure, which inspired her interest in the intersection of health, population, and policy.  At the U.S. Agency for International Development she oversaw components of two global population and reproductive health policy projects and also lived in India for four years implementing a large reproductive health services project in one of India’s poorest states. And, as assigned as staff for two years to the U.S. House Appropriations Committee, Subcommittee on Foreign Operations, she covered foreign assistance, particularly for health, population, and family planning.

Within the U.S. health care system, Dr. Poole’s primary research and policy interests lie in women’s health and access to reproductive health services via the safety net.  At the Johns Hopkins Women’s and Children’s Health Policy Center she published background papers for a collaborative effort with the Health Services and Resources Administration assessing the health needs of women of reproductive age and formulating recommendations for policy, practice, and research.  Dr. Poole has also worked at The Medstat Group and The Moran Company on health care policy issues more broadly. Her experiences range from implementing RO1 research grants to conducting audits to writing policy analyses. The breadth of issues she has addressed span addiction research, to quality measurement, to health care payment policy.

Dr. Poole earned her Ph.D. in Health Services Research from the Department of Health Policy and Management at Johns Hopkins University and has a MA in Demography from Georgetown University.
