Sara Rosenbaum J.D. is Professor Emerita of Health Law and Policy and Founding Chair of the Department of Health Policy at the Milken Institute School of Public Health, George Washington University. She also holds an emerita title School of Law. A graduate of Wesleyan University and Boston University Law School, Professor Rosenbaum has devoted her career to issues of health justice, and health care for medically underserved populations. A teacher and scholar, a highly popular speaker, the recipient of numerous awards and honors, and a widely-read writer on many aspects of health law and policy, Professor Rosenbaum has emphasized public engagement as a core element of her professional life, providing public service to Presidential Administrations and Congress for nearly 50 years. She is best known for her work on national health reform, Medicaid, health insurance and managed care, health care access for medically underserved communities and populations, and civil rights and health care.

Professor Rosenbaum is the lead author of Law and the American Health Care System, 2d ed. (2012), published by Foundation Press, which provides an in-depth exploration of the interaction between law and the U.S. health care system.

POSITIONS AND AWARDS:

Professor Rosenbaum has received many national awards for her work and is a past Chair of AcademyHealth. A member of the National Academies of Sciences, Engineering, and Medicine, Professor Rosenbaum was a member of the CDC Director’s Advisory Committee between 2007 and 2017. Between 2009 and 2013, she served as the public member of CDC’s Advisory Committee on Immunization Practice (ACIP). Professor Rosenbaum was a founding Commissioner and Chair of the Medicaid and CHIP Payment and Access Commission (MACPAC) and served as its Chair from 2015 until the end of her Commission term in 2017.

PUBLIC SERVICE:

Since 1977, Professor Rosenbaum has advised Congress and every Presidential Administration on a wide range of health policy matters. Between 1993 and 1994, she worked for President Clinton. During her service, Professor Rosenbaum directed the drafting of the Health Security Act and designed the Vaccines for Children program, which today provides near-universal immunization coverage for low income and medically underserved children. Professor Rosenbaum also regularly advises state governments on health policy and has served as a testifying expert in landmark litigation to enforce the rights of children under Medicaid.

SERVICE TO THE SCHOOL AND UNIVERSITY:

Professor Rosenbaum has served on the University’s Strategic Planning Committee and co-chaired a special committee appointed in 2015 to comprehensively examine the University’s health benefit plan. She chairs the School’s Rules Committee and co-chairs its Strategic Planning Committee.

TEACHING: 

Professor Rosenbaum teaches a foundational course in health services law in both the Milken Institute and the George Washington University School of Law, where she also teaches a seminar on law and national health reform.  She has been recognized for outstanding teaching in the School of Law.

RESEARCH: 

Professor Rosenbaum's current research focuses on the transformation of Medicaid and its effects on poor populations and communities.  Her research also focuses on national health reform, Medicaid managed care, and the nation’s community health centers, the largest primary health care system for medically underserved rural and urban populations.  She is best known for her research into the impact of laws affecting health care access and coverage, as well as the potential effects of major shifts in laws affecting low income and medically underserved populations.

PUBLICATIONS: 

Professor Rosenbaum is a prolific writer and a frequent blogger for high profile health policy sites including Health Affairs and The Milbank Quarterly.  She also has written on Medicaid for the American Prospect and publishes extensively in the health policy grey literature.  Professor Rosenbaum won the University’s Trachtenberg Prize for Research in 2007, the University’s highest award for scholarship.
