DaShawn Groves, MPH, DrPH, is the Special Projects Officer to the Medicaid Director. He offers strategic guidance and operational support for the Medicaid program's five-year strategic plan in this role. DaShawn develops and implements innovative policy initiatives related to health equity and value-based care. He served as the acting Director of the Health Care Reform and Innovation Administration, leading a team focused on transforming delivery systems. Before returning to the agency, DaShawn worked as Cityblock’s DC Community Partnerships Director, utilizing his expertise in the DC market to address social needs and position the team for optimal growth and performance.

For nearly twenty years, Dr. Groves has worked closely with safety net providers providing technical assistance on various Medicaid issues including access to care, delivery system, and payment reform initiatives. Dr. Groves received his DrPH degree in Health Policy at the George Washington University and his MPH degree from Emory University.
